Many times there are gray areas on what counts. He may have been under the impression that because he committed the crime when he was a minor that it did not need to be disclosed. If you have never had experience on either side of the law then you don't understand how things can be misinterpreted for the positive and negative effect of either party. Laws are not as black and white as people tend to believe and even if they were people are certainly not. I wouldn’t claim he intentionally lied without first having all the facts on the case.
