Of course there are instances where discretion should be used but if every passenger carried an extra bag and there wasn&#039;t enough storage space, then you would be complaining that they didn&#039;t enforce the rules. If another passenger was not allowed to carry three bags, then they could quite rightly ask the gate agent why you were exempt from the rule.

Searching for overhead bin space or tagging bags for belly could mean delaying an already delayed flight. Even though there were empty seats in your cabin on departure, at the time you boarded, the gate agent could still have been expecting delayed connecting pax.
