It looks like Chicago. That city is notable for having street lights which seem to send most of their light skyward, rather than down. It looks beautiful from above, but wastes so much energy!
The next time you are flying at night, notice that some areas of some cities have bright circles of light on the ground, but no visible dots of bright light from the street lights themselves…those are the efficient ones.
