Can One Ignore Nor1? Are Current Fee-Free Upgrade Policies at Risk?

In the Hilton San Francisco- New Upgrade policy? (Nor 1) thread, FlyerTalk member The _Banking_Scot, a Diamond level member of the Hilton HHonors program, was recently offered his choice of upgrades at a Hilton HHonors property recently – at a cost.

Aren’t upgrades supposed to be complimentary for Hilton HHonors Diamond members? Will this policy spread to other Hilton HHonors properties? Will other frequent traveler programs adopt similar policies?

Apparently the link between Air NZ and other frequent flyer programs is currently down (also here).
