In the Hilton San Francisco- New Upgrade policy? (Nor 1) thread, FlyerTalk member The _Banking_Scot, a Diamond level member of the Hilton HHonors program, was recently offered his choice of upgrades at a Hilton HHonors property recently - at a cost.

Aren’t upgrades supposed to be complimentary for Hilton HHonors Diamond members? Will this policy spread to other Hilton HHonors properties? Will other frequent traveler programs adopt similar policies?
