I've done this a lot over the years, first in Taipei (10 minute process), most recently in Hong Kong the end of 2009. Had to make a reservation online, then was there at the appointed time and waited about 20 minutes for them to add two sets of pages, for free.

From my 7 or 8 times in Taipei and now one time experience in Hong Kong, I always thought adding pages was one of the simplest, easiest things to do at an overseas embassy (or American Institute in Taiwan in the case of Taipei)

I sense your frustration. I had to apply for a passport renewal in London and they had to send everything back to the US. Of course, it arrived 2 days after I needed it to take a trip...and they had taken 4 weeks. [Postponed the trip]<br />(I had originally submitted the expedite fee, and they had returned the payment form saying that they don't do that here...and I had to resubmit the payment form with the lower amount.) Next time, I am going to do the expedited service if I have long enough time in the US to handle it. Good luck with getting those extra pages. PS - Thanks for all the expert responses on CO forum on Flyer Talk. I'm a huge CO fan.
