The offer does not appear to be targeted, or exclude folks that are already using automatic bill pay to charge their American Express card with their monthly wireless bill.

I did this about 2-3 weeks ago and received my Costco cash card today. I don’t have a Costco membership yet (new Costco opening in my neighborhood next month) so it is definitely not targeted. Easy money!!!
