Man Boards Carnival Cruise In New Orleans. Then They Say His Birth Certificate Isn’t Good Enough—And Boot Him: ‘They Won’t Refund Us!’

A Louisiana traveller who turned up at the Port of New Orleans for a Western Caribbean cruise says Carnival check-in staff refused the birth certificate he had used to board cruise ships for more than a decade, and turned him and his partner away at the terminal.

He says he waited close to four hours for his luggage, only got one of his suitcases back, and that the protection plan he bought with the booking won’t cover the loss.

Brian(@briankeithw) posted a three-minute account of his travel troubles that has drawn more than 120,300 views. He films himself at a restaurant table, still in good spirits, walking through a day that started well and unravelled at the pier.

“My birth certificate that I’ve had for almost 60 years and used for everything my entire life is no good for a cruise,” he says. “Even though I used it last year, not even a year ago.” The caption reads: “Purchased protection plan, and they won’t refund us!! @carnival.”

Four Hours For One Suitcase

The rest of the day only got worse, according to Brian. He and his partner waited at the terminal while their checked bags were pulled off the ship, and only one came back.

“Got all of our shoes in it,” he says. “So we’re going to be wearing shoes around our necks tomorrow, covering up our personal stuff.” Everything else sailed without them. “Wait a whole week or so to get my clothes back from Carnival,” he says. “But my clothes got to go on the cruise. I hope they take pictures.”

After returning one of the four suitcases, he says, “they escorted us out like we’re a couple of common criminals.” The rest of the day included an Uber back to his truck, $40 for a day’s parking, and a hotel room in New Orleans that he found unmade with the bin overflowing, which meant queuing again for a second room.

By the end of the video the pair are on Bourbon Street eating nachos and preparing to “just start living our life again like normal.”

What The Rules Actually Say

Pressed in the comments on why the birth certificate was rejected, he gave more detail. “I had my [driver’s license] and BC. This cruise left out of New Orleans and was going to West Caribbean,” he wrote. “Passport was not required, but an acceptable documentation. They stated my BC was not acceptable this year that I’ve used 10+ years. This year stated about the seal on the BC.”

Hundreds of commenters told him the seal was the whole problem, and that a birth certificate needs a raised state seal to work at a cruise terminal.

Carnival’s published policy does not say that, however. The line’s travel documents page lists as acceptable “an original or copy of a birth certificate issued by a government agency (state/county/city) or the Department of Health and Vital Statistics.” It reads, “A clear, legible printed copy (photocopy) of a birth certificate that was originally issued by a government agency… The copy does not need to be notarized or certified.”

The rules say nothing about a seal. What Carnival does rule out is a “hospital certificate, hospital-issued birth notice, Certificate of Live Birth, live record of birth or announcement of birth.”

The federal rule that informs the line’s rules is not more specific.

Under federal law, a U.S. citizen sailing entirely within the Western Hemisphere who leaves from and returns to the same U.S. port — otherwise known as a closed-loop cruise, which is what a New Orleans round trip to the Caribbean is — “may present a government-issued photo identification document in combination with either an original or a copy of his or her birth certificate.” Again, no seal is required.

What the policy permits and what an individual check-in agent will accept are not the same thing, however.

Zoeygirl1994, who said a friend sailed Carnival weeks ago on a photocopy, wrote, “No, Carnival is the worst for inconsistencies in their policy… Although it worked fine last year, they wouldn’t allow it this year. Carnival needs to get it together.”

A commenter posting as Tides, Tails and Travels, who identified as a travel agent, described the same discretion running the other way, with agents purportedly accepting a texted photo from someone back home.

The Protection Plan Problem

On the question of refunds, Carnival’s documentation is clear: “Any guest without proper documents will not be allowed to board the vessel and no refund of the cruise fare will be issued.”

Carnival Vacation Protection pays cash for a listed reason such as illness or severe weather, but for anything else, the cancel-for-any-reason benefit is worth only 75% of the prepaid non-refundable value as a future cruise credit rather than money back.

April, another commenter, offered some good advice. “Always get travel insurance!! Always get it from a third party vendor like Allianz, never through the company that’s selling you your trip,” she urged.

The cruise trade press backs her up. Cruise Critic’s travel-insurance primer calls cruise line plans “more limited than similarly priced coverage you can buy on your own,” and says “third-party travel insurance companies offer more inclusive policies that provide more protection, and these are often the best bet.”

Dawn Duffy729 offered the cheaper fix: replacing a doubtful certificate before travel. “I called the cruise line, they said it was acceptable, but I didn’t want to be stuck,” she wrote. “The best decision I made. $20 compared to $1,600 plus plane tickets.”

Hundreds of commenters offered simpler advice: apply for a passport. “Honey go get your passport, same day in New Orleans,” wrote Paige. Brian’s reply: “Wish I would’ve known.”
